The rough plan is:
* Create the site structure
* Do a test import from Confluence
* Have infra make it available to view
* Test
* Come up with a plan for the javadocs, python docs etc
* Pull over any new changes from Confluence (if any)
* Go live (straight onto the new TLP website)
