a) Mediawiki is a good tool and it is used by serveral OS proejects:
i.e:

I do not know the access control structure of Mediawiki, but to document
cherokee I feel that a open policy for editors may be good.
I do not like mediawiki because I feel that developers are oriented to
wikipedia only, and do not are open to other problems.
b) However I prefer dokuwiki http://wiki.splitbrain.org, that it is
used by several projects i.e.
Ubuntuusers http://www.ubuntuusers.de/wiki/
Seti http://setiwiki.tammen.net

One of the best thinks that I see at dokuwiki is that the data storage
is in TXT, that enables speed and easy conversion (txt2pdf), backup,
migration, integration with weblog, etc. etc.
The access control structure of Dokuwiki is in development stages.
