I have the same problem,
I can't see jpg and png extensions, but I can see pdf, all them matching the
same rule.
Rule type: Extensions
Extensions: jpg,png,pdf
Handler: Static content
Encoding: Allow gzip -->Enabled
Allow deflate --> Enabled
