Then, the next questions would be:

  Can the user under which you're running Cherokee write in /var/run?
  Did the server warned about not being able to write the PID file?

Cherokee-admin needs to read the PID file in order to detect whether or not the 
server is running. If something happens with that file, there's no way for 
Cherokee-admin to detect it.
