Since a Web Server is usually launched at boot time and only killed right before the server is shut down or rebooted, it does not enforce the child processes kill. Actually, it sends them a kill signal, although it doesn't ensure they actually die. As a quick workaround I'd suggest you to write a script to stop Cherokee.
