Try this:

- Add a "Regular Expression" rule with the following match:  /(.+)\.html
- Configure a "Redirection" handler in that rule
- Add a new RegEx, and set the Substitution to:  /$1 . Since the regular 
expression is inherited from the rule match, there is no need to write anything 
in the "Regular Expression" field of the dialog.

.. and that's should be enough. It's fairly straight forward, isn't it?
