Never  fear, there's usually a loop hole. I live in Ohio and an e-check 
county. I have to get my "83" wagon classified as a Collector vehicle and it 
is exempt from testing. It's definitely not stock but I can still drive it. 
Depending on the vehicle however, getting it classed as a collector may be a 
pain. If ya got the parts keep em. If ya don't and something like this comes 
up....do your homework.
