[Chevelle-List] oil by pass valve

Hey guys, I have a question.  
I have a friend with 66 396 Elky.  About the oil filter, cannister type.  He
wants to put in a spin-on conversion.  Does he remove the by-pass valve and
leave it out or put it in on top of the spin-on plate?  Thanks for any help.
