Hmmm...is this a truck distributor?  By 1983 all GM 
passenger cars were using computer-controlled dists.

As Paul mentioned, consider an Accel adjustable vacuum 
advance unit.  I suggest a recurve kit as well if you 
want to experiment with distributor tuning.  I like to 
shim my HEIs for endplay in the .006"-.010" range, too.

The main difference between ported and manifold vacuum 
is that at or close to idle ported is zero and manifold 
is high.  Once the throttle blades are cracked open the 
ported and manifold levels are very similar.  In a 
nutshell, do some driving with each setup and stick with 
the one you (and your 283) like best.
