I had this problem with my edel 1406  600 CFM carb. Edelbrock told me to change the step up spring for the meter rods first. The step up spring kit is Pt 1464??. It takes only 5 minutes to change. The change does not require the carb to be removed. The two rod are located on top between the front and rear bowl. One screw hold the cover on these metering rods. This fix my problem.
