I had the same problem with my 67 and the culprit turned out to be a larger starter cable was needed. Rebuilt the starter, replaced solenoid, changed battery, cleaned all connections. Positive cable just wasn't big enough anymore. New it worked fine but after 5 years or so, resistance grew too high. I'm pretty sure I used a size 4 on mine as well.
