That's true that flowing water through a radiator may not leave it in the radiator long enough to cool it. For example the lower pulley on an air conditioned car is smaller to slow down the water pump. For circle track racing I have taken a water pump apart and ground down the impellers, we even welded a washer in the thermostat housing to restrict water flow.
