Usually you test charging voltage at the battery. All you need is a volt-meter. It's pretty simple. If the voltage is fluctuating wildly, then the problem is in the regulator. It is brand spanking new. Anyway I then looked at the generator and one of the slip-on clips was off. No problem, I pushed it back on but it was difficult and the back of this generator looks pretty nasty.
