The chip will control the distributor timing advance and 
the carb's primary metering circuit.  I suspect the chip 
allows for a more aggressive timing curve and richer 
fuel mixture but have never used one so am only guessing.

Do you live in an area where you're required to pass 
emissions inspections and are therefore unable to 
convert to an "old fashioned" non-electronic system?
