You have it right.  The bushings do not go all of the way in.

Hello,
I am trying to install a new set of bushings in a 10 bolt rear end for a 68 
chevelle malibu.  The fit is quite tight but my question is how far do the 
bushings go in?  These bushings are from energy suspension, and have a raised 
area about 3/8 inch wide next to the bushing flange.  I have the bushings all 
the way to this raised area, but they will not go in any farther. Should the 
flange sit snug against the ear of the rear end?
