Bill, a few things can cause this to happen. 1, The governor valve may be stuck. 2, The governor "driven" gear may be worn. 3, The 1 - 2 shift valve train might be stuck. 4, Damaged intermediate roller clutch. 5, Damaged intermediate clutch. The governor is on the left rear of your trans. It will have a bail wire holding it in place. Remove this wire and pull the cover off. Try not to damage the gasket. If you do, you'll have to buy a new one.(probably would'nt hurt anyway) Pull the governor out and inspect it for worn or missing teeth on the gear. Check the counter weights to make sure they are not binding and they flop around easy. While you have it out, check the case for scoring or porosity where the governor came out. If you have this, it will allow a cross leak that will not build pressure. I don't think it is the modulator. (But you never know) A bad mod. will give you rough shifts, it may cause the trans to slip through one or all the gear ranges. Also befor you do any of this, be sure your trans fluid level it normal. Also, you didn't say what year the trans was. This would help pin the problem down without driving it. Engineering changes were done all the time during production. Hope this kind of helps you track the problem. Let me know. I may have to dust off my repair manual to look for more causes.
