I am not in the this field of expertise or chrome plating profession. What I have heard from others and some folks doing this type of work it start from the beginning.
Beginning as in the all 3 metallic layers applied must be prepped sanded polished thoroughly before the next step or layer is applied. If all the layers or steps not thoroughly polished it then and grinding marks, etc., will come through on the next step of the chrome finish process. I think that is the main difference in the bumpers when it comes done to show quality vs non show quality chrome. I hope this help but I am sure others here will be able to communicate or fill in any gaps that I might have missed in this craft.
