  If 69 is anything like 72, you need to get up close.  You will see that the back 
side of the cover has plastic flap.  Also you will see that it is hinged (by the 
plastic) at the top or bottom (don't remember).  Just put a small screwdriver, butter 
knife in the slot & flip the cover up.   The entire cover does not come off until you 
remove the bolt holding the belt.  Also (72 at least) used a large TORX bolt (45-48?) 
to hold the belt in place.

They are in a '69 Chevelle but the car originally had a bench seat so i dont 
know if these came with the bench or he put them in with the buckets.  So do 
i just pull on the plastic and it pops off or what.  I can get the numbers 
off the seat belt if you would like.
