Michael If 69 is anything like 72, you need to get up close. You will see that the back side of the cover has plastic flap. Also you will see that it is hinged (by the plastic) at the top or bottom (don't remember). Just put a small screwdriver, butter knife in the slot & flip the cover up. The entire cover does not come off until you remove the bolt holding the belt.
