Outlook Express has nothing in common, not does it require, a Hotmail
account.  Microsoft would just like to leave the uninformed the impression
that Hotmail is great.  You should be able to get an email account through
your Internet Service Provider (ISP).  They'll even give you instructions on
how to set up your Outlook Express to get mail from their server.
