Hey all I went to Google and did a search for "VA state vehicle safety inspection" I got a long hit list but this one was right up top. There is nothing in there about steering wheels. And no emmission equipment is nessasry for 1973 and older cars. All they do is look to see if its even there.
http://www.vsp.state.va.us/safety.htm I would imagine that if you put your state in there it should spit out something to give you an idea of what they are going to look at and what not look at.
