I don't know what year your working on, but my '66 vent window frame has a
small screw at the top of the frame. Take this out and the frame will open
enough to allow you to pull the glass out and get at the seal to replace it.
I'm sure their all pretty much the same.

Rich, thanks i found the screw, (mine is a 68) but the window has a pivot which is rivited to that frame and also a big post at the bottom where the crank mechanism hooks up to it, and the frame is also rivited at the bottom.
