There are actually 2 different pieces of insulation.  There is the one called the under dash insulation and the pad that uses those little black plastic plugs to hold it in place.  The pad that goes on the firewall should be readily available from your favorite restoration parts supplier.  I know that the other piece, the under dash insulation, was not available when I did my 70 so I just left it off and just put the firewall pad on.  It fit nice, but did need to be stretched a little.  It has all of the openings for heater box, steering column, etc already there and perffed so all you have to do is punch them out and put it on.  Hope this helps
