hey Steve in order to have a eltric pump in the tank you need a special tank one with baffle's in it, if you put an inline in they are very noisy, , i think you might have a problem with the carb, maybe an internal leak which drain your bowl,  do you foul maybe two back plugs more then the other's, any that what my elky does what your did, also check your fuel line, make sure they haven't corroded where they mount to the frame or are they plug up or even big enough for the job,  hope this help's james
