The only true way to remove rust is to cut it out and weld new metal in. I have tried most of the products out there such as POR and most times they just can't live up to the hype. The real problem is that rust itself contains oxygen so even cutting the air off from the outside won't completely stop the rust. Seems like they always will get bubbles. I will highly recommend POR's putty though... great product that doesn't shrink like traditional bondo and easier to sand down then the fiberglass resign bondo.   You are much better off grinding/sanding off any rust or cutting it all out. Even if this means riveting a panel in (I would greatly recomend welding, but riveting can work in some places better then others) and a couple thin coats of fiberglass resign bondo (not regular filler). Once the fiber glass filler is close then prime it and use something like Evercoats spot putty or glazing compound.
