Sounds like it's time for a replacement. I just installed an electric Holley "blue" pump. It's working great. With the regulator, you can adjust it to whatever pressure you need. It didn't set me back too much either.

A lot of the time the fuel filter is pretty much empty. There is gas in the tank, and I have loosened the fuel cap to make sure it is not tank vacuum causing a problem. The return line is blocked off at the fuel pump. Can these things half way work, with some but not all the pressure?
