I've tried stripping and sanding, but it still flaked off.  I think that the
blasting gives a cleaner surface & kinda etches the metal to help the paint
to bond.  I'm not a painter or a chemist, but I have painted 6 or 7 sets of
headers.  I found this info on the Net a while back & used this system on
the last two sets I painted (two years ago) and the paint's still on & looks
good.
