That may be the case, but it doesn't make any sense. There are basically
three reasons why gift certificates are better than cash:

1) it is paid in advance, and the retailer gets to use that money in the
interim

2) often the recipient ends up spending more than the value of the
certificate, and maybe even becomes a new repeat customer

3) often people never use the gift certificate, and the retailer gets to
keep the cash anyway

Now, why would you refuse somebody a discount because they are using a gift
certificate? That's just bad business.

The problem I had with them was trying to spend a $50 gift certificate my
in-laws got me. The guy would not give me the 10% once he found out that I
was using that to pay for some of it. I really think it was more the guy on
the line, not their  policy (I never checked). I'm sure they would not allow
the 10% off when buying a gift certificate.
