That's a good point. Assuming the radiator is good, I would try a 7-blade fan. A restrictor also means that the coolant is staying in the block longer. It may be self-defeating. Doesn't sound like a good idea to me. As Brad said, a shroud also helps quite a bit. You can also have an air dam down below to help force the fan to pull air through the radiator rather than from under the bumper.
