I replaced half my brake lines, all wheel cylinders and bleed the system
because of recent leaking wheel cylinders / flex lines.  Never had any
problems with just one wheel locking up.  However; when applying moderate
pressure to the pedal now the RR brake locks up.  The shoes release fine.
I had initially adjusted all four drums to have a slight drag then backed
it off just a tad.  I re-adjusted the RR brake backing the shoes of a
little more and it still locks up under moderate pressure.   Any ideas?

4 wheel drums
manual power brakes
brakes shoes less than half worn, and all shoes are worn evenly
emergency brakes are disconnected, but move freely

As long as I don't have to hit the brakes hard it's OK, but still want to
correct this problem.
