My opinion is POR it. I can't say enough about it. I just posted more POR-15 praise on my website before getting this email. I looked at the picture, and that small hole, I would not glass. I had the same thing in a Ford Galaxie trunk that I repaired (I have since learned the error of my ways, and bought a Chevelle). I took some POR Patch, it is thicker than regular POR, & put it on some small strips of paper towel. No, really. It worked better than fiberglass in my opinion. It was easier to work with, and after the repair dries, you just POR the whole floor boards. You will not be disappointed with the POR fix, and it will last almost forever. I've had some test panels I did about 6 years ago out in the weather since, and while the gray POR turned colors, it still holds up well.
http://www.thebugbox.com/bus/dcp_4955.jpg There are some pictures that I did in a VW bus. I wasn't taking a picture of those in particular, so they aren't close ups, but you get the picture. You can even see the paper towel roll in the bus, heh. Just remember, wear gloves. You do not get POR off after it dries on your skin. It has to wear off...
