I have a 1969 Chevelle SS396 Convertible that my Dad bought new off the showroom floor. The front inner fenders are plastic and also have the dust covers. On Page 14, Item 38 in the Sales Brochure it says "...there are inner fenders in each fender well (plastic up front) to protect against corrosion." I hope this helps.
