You will need to remove the gauge cluster to get the pad off. There are 6 speed nuts that hold the pad down to the metal part of the dash. You can use any spray can paint like Krylon to repaint the dash metal. I did however, have a problem painting the metal part of the dash on my 69. The paint kept fish eyeing on me as if the metal was contaminated.
