Unless you want to change the control arms, most of the rear
improvements are relatively cheap & not difficult with the body on.  
But I'd decide now whatr youy want.  Its easier to do it once :) .

  The air bags are Airlift units & cost about $75.00 as I recall. 
They are not meant to raise the rear a bunch, just firm things up.   
When folks discuss them, it is usually in relation to helping plant
the re3ar wheels on hard acceleration..

   I'd go for new rear springs, quality shocks and worry about the
rest after driving.    If you can  further explain how you are gonna
use the Malibu, someone can make specific recommendations.  If you are
going to all the trouble of a frame off, you don't want to cheap out
now.  good luck
