Yes it could be the Heater core ,.. But if that were bad there should be two other things present.
A. The smell of hot antifreeze
B a wet spot at he fire wall.. inside below the heater box and possibility out side below the fan enclosure box.
SMOKE ?? as in Fire Smoke ?
Dust ? as in allot of Body shop plastic dust ?
The Hot - Cold leaver just moves a trap door.. and if it's on cold ..if the Heater core was bad it still would leak either hot or cold...

Seems that when I move my top heat lever to the left (from cold to hot)
smoke comes out of the vents. It doesn't smell like burning plastic (i.e.
electrical). In fact it doesn't seem to smell at all, but there is
definitely smoke. Move the lever back to the cold position and it stops.
Blower is off when this happens. It's just the air ebing forced through the
vent as I drive. Do you suppose it's a bad heater core?
