John, Powder coat process requires heat. That is not an option on a dash unless you plan on removing it from the car. Strip it to bare metal, apply a good self etching primer and paint with a good quality paint such as a urethane. Unless you want a high gloss you will have to flatten the paint with a ftattening agent. Your dash was 60 percent gloss originally. Your local auto paint store can mix what you need.
