The 1967 Assembly Manual states (for the front anyway), "Attach molding thru hole at centerline of wheel opening then attach from centerline forward & rearward through slots. It is permissible for molding to be away from fender surface .06" max. in areas A & B." Areas A & B are the lower body crease. In other words, start at the top center of the wheel opening and work forward/backward from there. Been a long time since I've used any and can't remember the screw patterns for the rears but I'd apply the same logic...start at the center and work out.
