I have restored MANY steering wheels for VW's, and the chevelle ones aren't that different.  Dremel all the cracks wide enough to get either JB Weld Quick, or Bondo in the cracks.  Fill, then sand back smooth.  Put on a quality primer, then let cure.  After curing of the primer, paint with Black Epoxy Paint.  Usually called appliance paint in your 'rattle can' section.  I have 'rattle canned' many wheels, and they have lasted for years.  I started a wheel at like $5 years ago on ebay, it went for over $100 with FULL DISCLOSURE.  I even followed up to make sure they were happy, and if they wanted their $$$ back, because I felt bad.  I had like $15 in the wheel (actually less if you can count I could have done like 10 more wheels with the materials I bought).  They loved it, and I have never heard anything again.  Considering at the time a restored wheel was over $200 for the exact same thing, and no repo was available, I guess it was a good deal.

i've redone a couple (on f*rds) and used vinyl paint, you can find it at your local auto parts, hardware store, or even walmart. just make sure you clean it with acryliclean (prepsall is waht i've known it as) it removes wax greas etc. i used 3 coats with a light sanding before and after the two first coats and a coat of clear after, turns out great.
