Pro stock cars & bikes definitely use them.

A good rev limiter shouldn’t do any harm unless you continually run it against the limit which, I suppose, could foul plugs in time.  The idea is to cut spark to cylinders so the engine won’t rev any higher  I don’t think professional class drag race cars use ‘em, maybe Pro Stock – not sure, but NASCAR sure uses ‘em.
