You might want to get some Metal Ready from the same company. It will prep your floor for the POR15. See below for product info.

Avoid other preps that may leave harmful residues that prevent proper adhesion of POR-15® or other coatings.

After thoroughly degreasing your work piece, apply environmentally safe, METAL READYT to both neutralize any rust and etch any clean bare metal. This will allow better adhesion of POR-15® or any paint. METAL READYT is not caustic, corrosive, toxic or flammable.

I've bought Marine Clean, Metal ready & POR15.

Man! That stuff is quite expensive here in Sweden!
