Larry, You can remove the inner fender without
removing the fender, but it's a pain and you will most likely damage the paint
on both in the process. I don't know any tricks to help you with this
problem.

Subject: [Chevelle-list] Heater Core
Cover and Fan Motor R&R - 66 Chevelle
I think I already know what the answer is, but
just in case, I have to ask...
In order for me to install my heater box cover
with fan motor on the firewall side, do I have to remove the fender and inner
fender? I was thinking with the front tire removed, I might be able to get the
inner fender out from underneath the car, but since it's tucked in up front
with the lights and all, that may be a problem. too. Anybody have any good
tricks up their sleeve?
Thanks,
Larry Shouse
