POR15 can be sprayed just fine. I've done it many times. You do need good ventilation and good respiratory equipment because it does contain cyanoacrylates. They also advise you use their thinner which I do.
  I've also used Eastwoods Rust Encapsolator (successor to Corroless) and don't feel it's near as durable and if you buy it in the spray can and don't use it all at once it has a tendency to clog the nozzle.
