There is a single wire that runs up the steering column. I'm not sure where exactly it enters the column. But it ends at the directional cancelling switch, white part in this picture.

It is connected on the back side of the brass button which you see on the left side of the picture. The horn lock ring sits on top of that with the brass button going thruogh a hole in the lock ring assembly. The button then rests against the brass ring on the back side of the steering wheel.
This wire and the steering wheel center provide a ground to the horn relay. Here is a diagram for 69. http://elcaminocentral.com/articles/wiring/712.gif
It shows the wire through the column to be black. Which makes some sense cause its providing a ground for the relay.

The Horn Relay thread reminded me of my problem. I have the relay all setup and all new wiring (engine, dash, etc…) but for the life of me I can't figure out what wire is supposed to be running up the steering column so that I can actually honk the horn. Anyone know of a diagram showing the steering column wiring for the horn and then what parts are needed at the steering wheel?
