It starts with a key like normal but won't turn off with the key.  I've been
putting a rag over the carb to kill it (in the garage since this started).
The only weird thing it's doing is not turning off with the key.  Otherwise
everything is normal.  The battery is hooked up and everything works like
it's supposed to except the turning off issue.
 
I'm going back down to the garage to see if there's voltage at the
distributor like Dave suggested.  I'm also going to take a look at the
starter wiring to make sure nothing happened to it.

How are you disconnecting the power?
Does it want to turn over when you hookup the battery cable?
Either a cable touching the solenoid or a bad solenoid will do what you are
describing.
