Thomas check your chevelle maintenance manual for torque on the chevlle
spindles.  Trailer will be similar.  As I recall, tighten them to (for
example) 12-15 ft lbs (inch pounds??????) .  Then Back off the nut just
enough so you can insert the cotter key.  You want to apply enough torque to
seat the bearing but then back off so that the wheel  can spin smoothly.
