So new starter and flywheel? I'd try the old starter or a stock starter just to check... If it always works, the problem might be the aftermarket starter. It just might be incompatible for some reason. I am relatively unfamiliar with those small, high torque, starters, but I had one on a V8 conversion in a Jag and I loved it...
