There is a vendor every year at a swap meet I go to has several hundred car titles for sale. I know it isn't legal to change a vin tag. Heck I got some old car titles of cars I've scrapped over the years, but no Chevelle ones.... In Indiana an out of state vehicle has to be inspected by the BMV or local law enforcement to verify the Vin matches the title...
