Think headrests were standard (and maybe federally mandated?) after January
1, 1969.

Hey guys quick question, were headrests optional on the 71 Chevelle or were
they standard? I have a set of buckets from a mid 70s Pontiac that I was
planning on putting in the 71 but I don't know if the new factory style
covers will work on them or not. Thanks in advance.
