An alleged commander of a small rebel group and two other suspected
guerrillas were arrested in the state of Veracruz, officials said Friday.
Gustavo Robles Lo'pez, 29, and two others were arrested Thursday after
authorities approached their broken-down car along a rural highway, said
federal police Capt. Camilo Castane'. Two more suspects fled the scene, he
said.

Authorities believe Robles Lo'pez to be the head of a small armed faction of
the People's Revolutionary Army, or EPR, a leftist guerrilla organization.

The EPR emerged June 28, 1996, on the first anniversary of the killing of 17
farm workers by police at Aguas Blancas in Guerrero state. The EPR has
carried out sporadic attacks, mostly against police stations in Guerrero and
Oaxaca.

Castane' said the three suspects were being questioned about the killing last
year of former Guerrero state official Jose' Rube'n Robles Catala'n, who was
shot nine times in a hotel lobby in Acapulco.

Catala'n had served as cabinet secretary under Gov. Rube'n Figueroa in 1995,
when the Aguas Blancas massacre occurred.

An investigation by the Supreme Court found that Figueroa and Robles Catala'n
were among those responsible for the killings, but they were never
prosecuted.
