Sabines gains five votes after first day of recount

El Universal
October 19, 2006

Juan Sabines strengthened his lead in the Chiapas gubernatorial race after
the first day of the official recount Wednesday, picking up five votes after
retabulation was completed at 93 polling places.
Sabines, the Democratic Revolution Party (PRD) coalition candidate, was
leading Institutional Revolutionary Party (PRI) candidate Jose' Antonio
Aguilar by 6,300 votes following the initial count after the Aug. 20
election.

The PRI filed complaints in over 400 polling places, but the Federal
Electoral Institute (Trife) ordered recounts in only 214.

In addition to the five votes Sabines gained after Wednesday's recount, 100
other ballots were set aside for the Trife to examine since it was not
readily apparent if the vote should be counted or voided.

The recount will continue -under the auspices of the Trife - on Thursday and
is expected to be completed by Friday. The Trife will then rule on the
set-aside ballots and issue a final determination next week at the latest.

Sabines, the former mayor of the state capital of Tuxtla Gutie'rrez, on
Wednesday expressed confidence that the recount would confirm his victory.

He also scolded federal PRD congressmen on a national radio interview,
suggesting they should demonstrate more respect toward the Trife.

"I would ask that the PRD demonstrate prudence and respect toward the
magistrates," he said in the interview. "I think they should show more
respect for the work they do and the professional ethics they demonstrate.

"It is not right to automatically reject their judgment just because the
votes don't favor you."

Sabines was referring to PRD officials who have been critical of the Trife,
particularly the judges' decision not to authorize a complete recount in the
bitterly contested presidential election.

Sabines only recently joined the PRD, leaving the PRI earlier this year
after he failed to win the gubernatorial nomination.

Aguilar was favored by the PRI's central committee in Mexico City despite
the objections of PRI officials in Chiapas who overwhelmingly supported
Sabines.

Many state PRI officials and several sitting PRI mayors lent their support
to Sabines during the campaign, helping him win in a state long-dominated by
the PRI despite running under the banner of the PRD.

Gabriel Gutie'rrez, the representative for the Coalition for the Good of All,
expressed confidence the recount would confirm Sabines' victory.

"It would seem impossible for the PRI to overturn the results since they
likely needed to make up about 3,000 votes today," Gutie'rrez said.

State PRI spokesman Juan Jose' Rueda said the party was disappointed with
Wednesday's results, but remained hopeful the advantage could be narrowed.
