APPROVED IN DECEMBER 2007.....

This is a follow-up report on the initial press release denouncing Luis 
Gutierrez for his "covert" support for the immigrant enforcement provisions 
passed within the Consolidated Appropriations Bill of December 17, 2008. You 
see Gente, using an apprpriations bill is a great way to "cover-up" 
whatever "maniobra sucia" a congressman amy want to hide.....because these 
bills are so huge and the reading of these bills requires much time, effort and 
patience.

What follows below is only initial research conducted by one of my "anonymous 
sources" into the 12/17 apprpriations bill. The numbers are staggering and 
revealing: NOTE: MOST OF THE AMOUNST ARE IN THE BILLIONS OF DOLLARS!!!! For 
immigration enforcement measures that were previously defeated as part of HR 
4437 (Sensenbrenner), THE STRIVE ACT of Luis Gutierrez, the Senate Hagel 
Martinez and SB 2211 proposals.

Somehow, once again, these measures were passed...and once again....Luis 
Gutierrez was SILENT!!!! He did not sound the alarm!!! He did not alert the 
national community of immigrant rights networks and organizations. HE DID 
NOTHING!!!!

For sixteen years as a U.S. Congressman, Luis Gutierrez has been "posing" as 
the champion of immigration reform in the congress of the USA.

That was all an act! A fraud....a deception...!!!

Now you know the truth about Luis Gutierrez......fraud, deceiver, and "inutil 
infeliz"!!!

What are YOU going to do about it????  Let him keep on deceiving the people and 
reeaping the benefits of the prestige, power and wealth that go along with 
being a U.S. congressman???? If so....YOU...are no different than him!!!!

But I know my readers better. You find what Luis Gutierrez does to be 
REPUGNANT!!!! So let's grant his 2005 wish......RETIRE HIM FROM ELECTED 
OFFICE!!! SEND HIM TO THE SHOWERS!!!!

Allocations for 2008 (through Sept. 28); Section E--Homeland Security 

U.S. Customs and Border Protection Agency: $6,802.560,000
    -incl. $1,225,000,000 for "border security fencing, infrastructure and 
technology"

U.S. Immigration and Customs Enforcement: $4,687,517,000
    -incl. $1,422,528,000 for "domestic investigations"
    -incl. $2,381,401,000 for "detention and removal operations"
    -incl. $7,500,000 for "special operations" related to detention and removal
    -incl. $11,216,000 to reimburse federal agencies that assist with detention 
and removal
    -incl. $1,000,000 to reward informants
    -incl.$2,000,000 to "modernize efforts to identify aliens"
    -POINT OF INTEREST: the oft-touted child pornography tipline and services 
were allocated $305,000

*U.S. Transportation Security Administration: $4,800,691,000

*Coast Guard: $5,891,347,000

+National Protection and Program Directorate (an area of Homeland Security)
    -$950,000,000 for Homeland Security grants to state law enforcement 
agencies that cooperate
    -$820,000,000 for Urban Area Security Initiative
    -$50,000,000 for REAL ID grants

Federal Enforcement Training Center: $238,076,000

In comparison, Congress only allocated the U.S. Citizenship and Immigration 
Services a total of: $80,973,000
Of that, the following requirements were made:
    -incl. $60,000,000 for E-Verify (employer verification database 
adminisntration)
    -incl. $20,000,000 for FBI Background Check backlog
    -incl. $523,000 for benefits to Cuban and Russian refugees
    -incl. $450,000 for immigration services provided to 2 non-profit groups
On the other hand, USCIS brings in $2,538,872,000 in fees collected from 
immigrants for citizenship services. Of this amount, Congress specifically 
designated $49,357,000 for converting the records from its Customer Service 
center into a database with a digital format.
And furthermore, Congress is "under no requirements to report on allocation to 
the Temporary Worker Program."

Finally, there was a final "note" specifying $3,000,000,000 in "emergency 
border security requirements" but there was no reference to a department or to 
an area.
